Ukraine launches new whistleblower program and portal to report assets of persons involved in Russia’s aggression war against Ukraine

The Ukrainian Task Force on Freezing and Confiscating Assets of those involved in Russia’s war on Ukraine, has established a whistleblower program allowing persons with information on the assets of persons, companies or countries helping Russia to submit the information into the portal. They are seeking the property of war criminals and Russian or Belarusian officials and anyone who supports the war financially, materially, or with personnel. It also serves to counter individuals or companies that violate legal sanctions levied on Russia. The portal is https://reportsassets.nazk.gov.ua/en .

The program is similar to one recently established by the US Treasury Department called the “Kleptocracy Asset Recovery Rewards Program” (KARP?) – established in the 2021 Defense Authorization Act and championed by Congressmen Stephen Lynch (D-MA) and Keith Rothfus (R-PA).

The statute authorizes the Secretary of Treasury to offer rewards up to a maximum of $5 million for information leading to the 1) the restraint or seizure; 2) forfeiture; or, 3) repatriation of stolen assets in an account at a US financial institution (including a US branch of a foreign financial institution), that come within the U.S. or that come with the possession or control of any U.S. person.
